A good terms of reference is written without a sales interest.

The description you buy a system against must not be written to favour its writer. That is why MentiSec keeps one simple rule: if we prepared the tender, we do not bid on it. You get an advisor whose only interest is that you buy the right thing at the right price.

The same line runs through everything we do. We hold no platform partnerships and resell no licences. The source code and documentation belong to you, and you can change partners at any time. Public procurement law already requires that a tender preparer's advantage as a bidder be neutralised. We have turned that into a public promise you can cite in your procurement documents.

02 — The story

Two convictions this company stands on.

MentiSec was founded in Tallinn in 2026 by Marko Hartikainen, a systems analyst who spent thirteen years seeing from the inside how banks, telecoms, consultancies and logistics companies build software and replace systems. Two convictions survived that experience.

First: projects do not fail in delivery, they fail at the start. When nobody writes down how things work today and what the new solution must do, the bill arrives later: in disputes, in delays, and in data nobody trusts any more.

Second: security added at the end is not security. Access, permissions and audit trails have to be thought through while the system is still being drawn, not when the auditor asks.

MentiSec is the answer to a question that kept growing through those years: what would a company look like where these two things are never sacrificed to a deadline or a price. That company now exists, and this is exactly how it works.

03 — How we work

Four behaviours you can recognise us by.

We ask before we build. First we write down how things work today and what the change must deliver. If the right answer is one integration fewer, or configuring the system you already have instead of buying a new one, we say so even when it makes our invoice smaller.

Security is a rhythm, not a line on the invoice. Access and authentication are thought through at design time, inputs are validated as the work proceeds, and logs are written so they still make sense six months later.

Documentation is written during the work, not after it. The data model, interface descriptions and decision log are recorded when the decisions are made. That is why the next person can continue without starting from zero.

The same person from start to finish. The person you talk to in the first conversation does the work and answers for the result through to handover.

04 — People and partners

Every engagement is led by one expert analyst. That is a choice.

MentiSec deliberately works so that every engagement has one lead who is present from the first conversation to handover. Decisions are fast, knowledge does not get lost along the way, and you always talk to the person who knows your system. When the scope grows, trusted professional partners back us, working by the same rule: one accountable lead, a documented result.

05 — Giving back to the field

Part of our work is public.

In our analyses we write up the questions our clients run into anyway: what e-invoicing actually requires, where systems analysis ends and business analysis begins, and what security a business needs before an auditor or a client asks. They are not sales copy. They are the same homework we do for clients, published, so that decisions can be made on facts rather than pitches. The list keeps growing.
